Linda A. Masci has been named vice president and general manager of Anthem Blue Cross & Blue Shield's Connecticut operations. Masci started her career at Anthem BCBS in 1980 as director of actuarial and statistical services. Promoted to vice president, she led a corporate initiative that reorganized the company into its current customer-focused structure. In 1997 she was named vice president and general manager of Individual and small-business accounts and later became vice president and general manager of government programs. Masci has a bachelor's degree in mathematics from Louisiana State University and an MBA from the University of Connecticut.

Gov. John G. Rowland has named State Rep. Richard O. Belden (R-113) of Shelton to replace Connecticut Resources Recovery Authority (CRRA) chairman Peter N. Ellef. Beldon, the longest-serving member of the House, will retain his seat. Ellef will leave the CRRA board but will remain as Rowland's co-chief of staff. There is no salary attached to the CRRA position.

Vion Pharmaceuticals, a New Haven biotechnology company, has named Howard B. Johnson chief financial officer, replacing Steven Koehler. The founder of MedWorks, a medical-device company, Johnson previously worked as a consultant for Nutrition 21, a company that develops scientifically supported nutritional products. He also served as first vice president and head of sales and marketing for Paine Webber Development Corp., working with technology start up companies.

New England Mechanical Services Inc. (EMST) announces that Rod Dapkins, general manager of NEMSI's Fairfield County office, has been promoted to vice president and general manager. Dapkins joined NEMSI's construction group in 1992 as sales and project engineer. He was promoted to branch manager in 1995. Dapkins holds a B.S. in civil engineering from the University of Michigan and is a registered professional engineer in Connecticut.

Bruce G. Mancheski Sr. has joined the investment firm of Gruntal & Co., LLC as vice president, investments in the company's New Haven office. Gruntal has some 1,500 employees and offices in nine states. Mancheski, who has been in the investment business for 20 years, came to Gruntal & Co. from UBS Paine Webber.

The Connecticut QBS Council has named Bruce King facilitator. He will be responsible for assisting owners (e.g., municipal building committees, government agency staff, facilities managers) in selecting qualified design teams. King, who has his own civil engineering practice in Cheshire, has worked for Genovese & Associates Inc., the city of West Haven and the town of North Haven.

Edward S.K. Bottomley has been elected to the American Society of Interior Designers' National Board of Directors. Bottomley is a partner in the New Haven-based interior planning and design firm of CAMA. A resident of New Haven, he attended Yale College.

People's Bank has named Millie E. Rochet mortgage account officer, working with customers in Stratford, Shelton, Derby, Ansonia, Oxford, Seymour, Beacon Falls and Prospect. A 16-year veteran of the bank, Rochet has 12 years' experience in People's mortgage operations, including processing, underwriting, servicing and origination.

Tara Carey, a residential real estate agent with Calcagni Associates' Wallingford office, has been awarded the Graduate, Realtor Institute designation (GRI) from the National Association of Realtors. A resident of Wallingford, she also has the Accredited Buyer Representative designation.

Richard Rubenstein of Fairfield, the University of Bridgeport's president emeritus and professor of religion, was one of the honorees saluted for 50 years as rabbis at the Rabbinical Assembly of America in Washington, D.C. Rubenstein earned a master's degree in Hebrew literature and ordination from the Jewish Theological Seminary and a master's in theology from Harvard University Divinity School. Considered one of the nation's leading scholars on the Holocaust and on religion and violence, Rubenstein earned his doctorate in the history of religion from Harvard University.

Christian L. Lindgren has joined Wiggin & Dana LLP as counsel in the firm's employment and benefits department. Lindgren will split his time between the law firm's Hartford and New Haven offices. A member of the taxation section of the American Bar Association, Lindgren is a graduate of Trinity College and the University of Connecticut School of Law.

Richard Tiani has been named CEO/executive director of Groundwork Bridgeport, a community-based non-profit organization that helps transform vacant city lots into playgrounds. Tiani formerly served as director of new business development at American Express. A former U.S. Marine Corps pilot, Tiani began his career at Pitney Bowes. He also worked for Bank of America and Exxon Enterprises.

MetroPool Inc. has named Roseanne Sumers regional manager for Bridgeport, Shelton, Fairfield, Trumbull, Stratford and Monroe. She will provide employers with consulting services to create programs to help attract and retain employees and improve productivity. Sumers has worked in the hospitality, printing and publishing industries for the past 15 years. She previously served as director of sales with the Ramada Plaza Hotel in Shelton, has owned a printing brokerage company and represented Scholastic Book Fairs.

The Regional Water Authority's Representative Policy Board has named Anthony Edge of Cheshire a member of the Regional Water Authority. Edge replaces Frank Merola, who retired after ten years on the RWA. Edge served as director of facilities management at Northeast Utilities in Hartford until his retirement in 2001. Before joining NU he was director of engineering and facilities for a testing laboratory in Cortland, N.Y. He also served as chief of engineering for submarine fluid system design at Electric Boat and was responsible for designing submarine training facilities at the U.S. Navy submarine base in New London.
