| WATERBURY - Smart Start, a free business registry and licensing service, opened its third office at the Connecticut Small Business Development Center in Waterbury. Entrepreneurs can schedule Smart Start appointments at the CSBDC office at Naugatuck Valley Community College. In two years, Smart Start has helped nearly 4,000 new businesses meet their state licensing and registration needs in a quick and efficient manner, said Governor John G. Rowland at the November 9 opening. I am pleased to support the expansion of Smart Start into my home town of Waterbury, where even more entrepreneurs will receive the help they need in meeting state licensing requirements.A program launched by the state's Office of Policy & Management and the Department of Economic & Community Development, Smart Start assists businesses in registering with such agencies as the Department of Revenue Services, the Department of Labor, the Department of Consumer Protection, the Department of Public Health and the Department of Agriculture.
