HAMDEN - American Payment Systems (APS), a provider of walk-in bill-payment processing and a wholly owned business unit of UIL Holdings Corp. (UIL), has announced the purchase of PaySmart America Technologies Inc. from PaySmart America as well as the execution of a strategic alliance with PaySmart America. PaySmart America Technologies delivers real-time point-of-sale-activation (POSA) transaction processing solutions for the prepaid telecommunications industry. APS officials say acquisition of the company will augment its expertise in transaction processing. This transaction, coupled with APS' earlier acquisition of Cell Cards, positions the company as a provider of product and transaction services to the prepaid marketplace,
