Suzanne O. Black has joined OR&L Construction as business development executive. Black will be responsible for developing and maintaining new clients. A graduate of Boston College with a B.S. in marketing, Black worked previously at HomeEquity in Wilton as director of pricing and was owner and proprietor of Periwinkles For Kids in Hamden.

Thomas Croswell, former president of Cigna Dental of Bloomfield, has been promoted to the newly created position of senior vice president of Cigna HealthCare's Pharmacy Benefits organization. Croswell, who had led Cigna Dental since joining the company in 1997, will be responsible for the company's pharmacy product, integrating it with Cigna medical benefits, leveraging the product to decrease medical costs, and increasing the use of the mail-order delivery channel. Replacing Croswell as president of Cigna Dental is Kevin Tylus, most recently its chief operating officer. Before joining Cigna, Tylus led Prudential's Northeast managed-care operation, as well as its integration with Aetna U.S. Healthcare. He will be responsible for driving dental growth, strengthening provider network access, maximizing the effectiveness of the Cigna Healthcare distribution channel and increasing penetration by developing alternate distribution channels.

Scape Artist of Milford has added two employees to its interior landscaping division: account manager Kim Vogel and sales representative Joleen Lombardo. Vogel has 20 years' experience in interior landscaping, most recently with Atria Inc. Lombardo has worked in the industry for 18 years as plant-care technician, supervisor and sales representative.

The Connecticut Society of Certified Public Accountants has elected leadership for the 2000-01 fiscal year: Lawrence J. Gramling, a professor of accounting at the University of Connecticut/Storrs, president; Michael R. Redemske, a self-employed CPA and an adjunct professor for the University of Connecticut/Storrs, president-elect; John L. Evanich Jr., president of Professional Tax Group and Part-Time Tax Partner LLC in Wallingford, treasurer; and Newton Buckner III, partner in the Hartford CPA firm of Whittlesey & Hadley, secretary.

Amy Moquet has been named vice president, human resources for PHS Health Plans of Shelton. She will be responsible for the management of compensation and benefits, training and development, recruitment and employee relations functions for the company's nearly 2,000 employees. A 20-year veteran in performance management, training and compensation, Moquet recently served as vice president of total rewards at People's Bank, with more than 4,000 employees. She received her M.B.A. from Sacred Heart University and her bachelor's degree from Quinnipiac College.

Mason & Madison has named Francis L. Onofrio president of its public relations company, Mason & Madison Public Relations (MMPR). Before joining the firm in 1998, Onofrio was an account supervisor with a Hartford-area advertising and public relations agency. Before that he was a public relations director at Travelers Insurance in Hartford. A graduate of the University of Connecticut, Onofrio is president of the southern Connecticut chapter of the Public Relations Society of America.

Also at PHS Health Plans, David Elsenhans has been named vice president and chief of staff of finance, responsible for management of the financial information systems, and purchasing and facilities operations for Connecticut, New York, New Jersey and Pennsylvania. Before joining PHS, he was the chief financial officer of Tenas Corp. in Danbury. Elsenhans studied accounting at Temple University and earned his master's degree in philosophy from Westminster (Pa.) College and his bachelor's degree from Grove City (Pa.) College.

Griffin Hospital has made three new appointments to its administrative staff: James J. Moylan, vice president of finance; Wilhelmina Sheridan, vice president of patient care services; and Susan B. Frampton, executive director of Planetree Inc. Moylan previously was senior vice president and chief financial officer at Bristol Hospital. He also worked as CFO and controller at Bradley Memorial Hospital. Sheridan comes to Griffin from the Adirondack Regional Medical Center in Saranac Lake, N.Y., where she was vice president of patient-care services as well as a nurse practitioner at a rural health center. Sheridan also worked as vice president of nursing services at Saratoga (N.Y.) Hospital. Frampton was director of health promotion at St. Francis Medical Center in Hartford, responsible for corporate and community wellness and integrative health product lines, a consumer resource library, as well as the mobile health unit and fitness center.

WTNH-TV in New Haven has hired three general-assignment reporters. Jodi Chant previously was an anchor and reporter at the cable station News 12 Connecticut in Norwalk. A graduate of Eastern Connecticut State University, Chant has also worked at WFSB-TV in Hartford. She is the recipient of the 1999 Associated Press Award for Investigative/Enterprise Story of the Year and the 1999 SPJ Spot News Award. A graduate of Syracuse University and a Branford native, Chris Velardi most recently worked as a reporter and fill-in anchor at WFMZ-TV in Allentown, Pa. Sara Welch comes to New Haven from WTEN-TV in Albany, N.Y., where she worked as weekend anchor/reporter. A graduate of the University of Vermont, she has also worked as a morning anchor/reporter at WGBA-TV in Green Bay, Wisc. and WSIL-TV in Carterville, Ill.

KGA Advertising of Middletown has promoted Larry Piretti from media director to director of client services. He is also a vice president of the firm. Alex Chik moves from director of media strategy to media director. He will be responsible for running the media planning and buying functions at the agency. Patrick McConnell is KGA's new business development manager. He was previously employed as a media buyer for the company.

Earl T. Young has been promoted to executive vice president of American Bank of Connecticut in Waterbury. As senior lending officer, he is a member of the Bank's Executive Committee and is responsible for the management of the bank's commercial and residential lending operations. Young received an M.B.A. in finance from the University of New Haven and a B.A. in political science from Southern Connecticut State University.

Eileen S. Kraus, Connecticut chairman of Fleet National Bank, has been elected chairman of ConnectiCare Inc. Kraus has been a director of ConnectiCare since its July 1999 reorganization as a for-profit entity, serving as a member of the Human Resources Committee and as chair of the Finance Committee. Kraus is also chairman of the Capital City Economic Development Authority, a director and executive committee member of the MetroHartford Chamber of Commerce, vice president of the Bushnell Memorial Hall, and a trustee of Mount Holyoke College.


The Mary Wade Home in New Haven has hired Margy A. Hovren as a social worker and Cathy Collins as a therapeutic recreation director. Prior to joining Mary Wade, Hovren was supervisor of case management at Pinecrest Rehab Hospital in Delray Beach, Fla. Collins previously worked in art therapy at St. Raphael's psychiatric unit.

Griffin Hospital has named Thomas Zabit coordinator of the redesigned Sleep Wellness Program. A resident of Middlebury, Zabit previously was chief technologist at the Capital Region Sleep Center in New York and the Pulmonary Physiology Lab at SUNY/Stonybrook.





Canavan Digital Media of Branford has named Paul John Boulifard design director. Boulifard, who worked previously as an architectural designer at Cesar Pelli & Associates of New Haven, will be responsible for expanding CDM's business nationally, as well as overseeing individual architectural rendering, digital animation and Web-based projects.
