ESSEX - Essex Savings Bank has joined a network of financial institutions which have promised not to impose user fees on ATM use by one another's customers. With but four branches (Essex, Old Lyme and Old Saybrook) and four ATMs, Essex Savings nevertheless joins a growing roster of smaller financial institutions that locally includes Guilford Savings, Milford Bank, Citizens Bank, New Haven Savings, Naugatuck Savings and Naugatuck Valley Savings & Loan. Many banks collect ATM surcharges ranging from 75 cents to $1.50 to permit non-customers to use their money machines. In December the state's Supreme Court struck down a ban on the fees in Connecticut.
