BOSTON - Energized by the worsening labor shortage in scientific, engineering, computer technology and related fields, the New England Council (NEC) has launched a six-state workforce initiative aimed at creating a regional master plan to expand the quality and size of the high-tech labor pool. An 18-member Special Commission on High-Tech Workforce Development will steer the nation's first regional region approach to crafting new strategies for responding to what has become a fundamental constraint on New England's long-term economic growth prospects. Representing Connecticut on the panel are Greater Hartford Chamber of Commerce President Timothy J. Moynihan and Pratt & Whitney human resources management and engineering vice president Toby Mannheimer. The Boston-based NEC is the nation's oldest regional business organization.
