Moratorium on L.I. Sound Crossings?

HARTFORD - Stratford State Sen. George L. Gunther (R-21) has introduced legislation with the Environment Committee calling for a one-year moratorium on approval of applications by electric, gas or cable interests to establish corridors/crossings in or under Long Island Sound. The bill, which to date enjoys support from a number of other area legislators, also calls for an impartial committee to study the impacts of such crossings on the Sound's environmental health and the possibility of establishing an ecologically acceptable corridor for the location of such utilities.
This study is critical to the future health of the Sound, explained Gunther. Members of the study committee must include [impartial] members of state and federal agencies - not experts who are paid by any of the electrical, gas or cable companies [that] want to lay the lines from Connecticut to New York. Gunther adds that such a study would be paid by an assessment levied on the utility interests involved.
