TRUMBULL - On January 3 Oxford Health Plans Inc. (NASDAQ: OXHP) announced the appointment of a new president and chief operating officer (COO), Charles M. Schneider. Norman C. Payson will remain as chairman and CEO. Payson will be responsible for the strategic leadership of the company as well as overseeing the legal, financial and public-policy aspects of the business. Schneider's responsibilities include overseeing day-to-day operations including health-care delivery, human resources, sales, claims and information systems.
