HARTFORD - A federal appeals court has ruled that Connecticut has the right to prohibit surcharges on usage of bank automatic teller machines by non-customers. The decision will make it necessary for Fleet Bank, owned by Fleet Financial Group Inc. (NYSE: FLT), to go to the state courts if they wish to pursue this issue further.
