WATERFORD - Northeast Utilities (NYSE: NU) on June 30 earned approval from the U.S. Nuclear Regulatory Commission (NRC) to restart Millstone 3 in Waterford. NU will begin the process of a gradual start-up of the plant until it is at full power. The utility plans to take it off-line at any point to make needed adjustments and/or repairs. NRC officials said that fines or other regulatory actions could still be levied against NU due to problems noted during recent weeks. Millstone 3 is one of three Waterford nukes shut down two years ago due to regulatory and safety concerns.
