BRANFORD - Labor unions in Mexico and the U.S. have accused Echlin (NYSE: ECH) of unfair labor practices at Itapsa, its Mexican subsidiary. Echlin has more than 100 manufacturing facilities around the world, though 75 percent of its sales are in the U.S. and Canada. Seven major unions and other labor groups have filed a complaint with the U.S. National Adminstrative Office, set up under the North American Free Trade Agreement to handle labor issues. The unions accuse Echlin of employing intimidation and force during union elections. Echlin spokesman Paul Ryder denied the charges, saying that some workers had been fired for disruptive conduct, but that no intimidation had been employed. The National Administrative Office has no enforcement power except public censure, and its decision is not expected for several months.
