Pat Riley Used To Call It the 'Disease of Me': State Attorney General Richard Blumenthal didn't spare the horn-blowing when he announced the economic-development agreement his office helped to negotiate with Fleet and Shawmut. As a condition of the state's approving the merger, the pact calls for the new Fleet to invest $207.5 million in initiatives designed to bolster housing, jobs and business growth. On the business side, the agreement calls for the bank to commit $90 million in loans to small and medium-sized businesses through a Connecticut Works Loan Guarantee Program, $3 million in small-business loans through the URBank program, and $2 million in investments to firms employing emerging technologies in non-defense through a Critical Industries Development Account. Intoned Blumenthal, “Connecticut is leading the country in using a banking mega-merger to help grow housing, jobs and business at the grass-roots level.”

Networking 101: To “keep the entrepreneurial spirit alive and well” in their business, two local women have formed the New England Therapy Network (NET), a contracting agency for therapy practices (including physical, occupational and speech therapy, as well as medical social work, vocational counseling and audiology) that negotiates fees and develops contracts with health-insurance plans. The entrepreneurial therapists are Laurie Kendall-Ellis, P.T. and Lenore Frost, OTR/L, CHT, who will run NET from offices in West Haven.

Testing the Waters: Two Regional Water Authority executives have been appointed by state Senate President Pro Temp M. Adela Eads to task forces to assess the safety of drinking water and review the regulation of inland wetlands. Darrell B. Smith, director of water quality & research, has joined the unappetizingly named Task Force to Study and Evaluate Microbial Quality of Public Drinking Water. Evaluting “the microbial quality of Connecticut's drinking water,” says Smith, “will help define our strengths and pinpoint any vulnerabilities.” Thomas V. Chaplik, the authority's director of environmental resources, has joined the Task Force to Review Issues Related to Regulation of Activities in Inland Wetlands Areas. As Chaplik points out, “Inland wetlands play an important part in determining the health of Connecticut ecosystems.” Both task forces are expected to report back to the state by January 1, 1996.

No Beef with Wellington: Old friend Sheila Wellington will be back in New Haven September 29 for a conference and luncheon on Women in Business: Breaking Through the Glass Ceiling at Quinnipiac College (see CALENDAR). The former Yale University secretary is president of the New York-based Catalyst, a leading national research and advisory organization on women's private-sector leadership. She's also a former Quinnipiac trustee.

A Tiny Ray of Sunshine: Unemployment insurance claims were down a notable 6.6 percent in the state for the two-week period ending September 9, according to the Department of Labor. Claims fell from 50,616 during the previous period to 47,276. That's also 4.2 percent less than for the same period in 1994. Claims activity was reported lower in all 18 of the state's job centers.
