WEST HAVEN - The former Rocklen store parcel on Elm Street may be redeveloped into a shopping center anchored by a Super Stop & Shop supermarket. Developer Frank Hall, who has worked with Stop & Shop previously, heads a partnership that purchased the Rocklen property for $2 million, according to Angel Commercial, LLC, a commercial real-estate brokerage. The property lies across Elm Street from the former Armstrong Rubber headquarters.
