Fuel-Cell Proposals Sought

CCEF releases new RFP for projects

ROCKY HILL - In the wake of a successful 2001 fuel-cell Request for Proposal (RFP), the Connecticut Clean Energy Fund (CCEF) has issued a follow-on 2002 RFP to promote clean distributed generation in the state as well as the commercialization of fuel cells.

Funding for the most recent RFP could reach nearly $9 million. In addition to about $8 million expected from CCEF, Connecticut Light & Power (CL&P), which administers the Energy Conservation & Load-Management Fund, will consider proposals for a joint project that integrates fuel-cell application with energy conservation and load-management measures. For this project the fund will make available approximately $800,000.

Two categories of projects being solicited in the 2002 fuel-cell RFP are:

• commercial operation projects, the installation of commercially ready fuel cells in high-value applications; and

• demonstration projects, the installation of near-commercial fuel cell units to track performance and gather data to accelerate their commercialization.

Proposals are sought from fuel-cell manufacturers, energy project developers, project installer and application end-users - or any other entity capable of completing the projects as specified in the RFP.

“By incorporating the lessons learned from the 2001 fuel cell RFP, we have greatly simplified the application process,” explains CCEF managing director and chief technology officer Subhash Chandra. “We expect to fund high-value projects that will promote fuel-cell commercialization and deployment in critical applications in the state.”

The objective, adds Chandra, is to “strengthen Connecticut's position as the leader in the fuel-cell industry, benefit Connecticut rate-payers by bringing clean, reliable and environmentally friendly technology to the forefront, and assist in the development of the state's economy.”

The dealine to submit round-one proposals is 3 p.m., January 30. RFPs may be downloaded from the CCEF Web site, www.ctcleanenergy.com.

Administered by Connecticut Innovations Inc., CCEF invests in enterprises and other initiatives that promote and develop sustainable markets for energy from renewables and fuel cells to benefit rate-payers in the state.
