Q. When is a lame duck not a lame duck? A. When he maybe - just maybe - might run for re-election after all.
Buffeted by a bidding scandal and other allegations of wrongdoing within his administration, plus a budget deficit that continues to spiral out of control, Gov. John G. Rowland on April 22 announced that he might consider running for a fourth term in 2006. Before that he had repeatedly said in public and in private that his third term would be his last.
His poll numbers at their lowest ebb ever, Rowland has been faced with growing irrelevancy, and even speculation he would resign before his current term expires in three and half years.
He's entitled to change his mind, of course. But his political opponents are likewise entitled to suspect the governor's apparent volte face is a tactic to ward off lame-duck status. But strengthening the governor's position could actually prove to be in the public's best interest as Rowland and the legislature struggle to construct a workable budget during difficult times. A balance of power ought to serve citizens well during period of severe financial travail.
