A paper by Quinnipiac University professor Donald Buckley of Cheshire earned honors for Innovative Excellence in Teaching, Learning and Technology at the International Conference of College Teaching and Learning in Jacksonville, Fla. The paper, "Coupling Technology Integration and Pursuit of the Learning Paradigm: A Core Role for Formative Assessment," focuses on strategies teachers use to help students transfer what they learn in the classroom to real-life situations. Buckley is the director of learning technology for Quinnipiac's School of Health Sciences. He was named an Apple Distinguished Educator in 2000 and 2001 for educational software he authored, and was named a Smithsonian Computerworld Laureate in 2001.

Griffin Hospital in Derby has hired Stephen Jewett as director of communications and public affairs. Most recently Jewett served as the campaign manager for former state senate Majority Leader George Jepsen's bid for governor. Jewett also served as campaign manager for the statewide referendum in favor of reforming the sheriff system and Hartford's charter-reform initiative. He also consults on communications and polling for legislative and municipal campaigns. Jewett is a graduate of Trinity College in Hartford and holds an M.A. in survey research from the University of Connecticut's Center for Research & Analysis.

The Connecticut Association of Not-for-Profit Providers for the Aging (CANPFA) has named Deborah Holloway its Employee of the Year. The award is given to employees who work at one or more of CANPFA's 150 member facilities in the state. Holloway is a ten-year employee of Masonicare, including more than four years at Pond Ridge, an assisted living community at Ashlar Village in Wallingford.

The law firm of Updike, Kelly & Spellacy, PC, has named Barbara A. Frederick chairman of its Appellate Practice Group. Before joining the firm Frederick served as law clerk and executive assistant to Chief Justice Robert Callahan of the Connecticut Supreme Court. Frederick is an adjunct instructor in the University of Connecticut School of Law Moot Court program.

Donna Williams of Middlebury was promoted to associate of client services for the Leverage MarCom Group in Newtown. She will be responsible for providing account support, project oversight and media coordination. Williams was a sales associate at the Waterbury Republican-American and as an office administrator before joining the agency in 1998.

Ralph Tartaglione has joined HSS Inc. in Hamden as manager of integrated systems for the product line of its portable software library, EASYGroup. Tartaglione will develop and oversee implementation of standards-based integration solutions for all supported EASYGroup platforms and as technical liaison to HSS business partners and clients for EASYGroup product and integration issues. Previously Tartaglione was product-implementation specialist and senior consultant for the Erisco division of TriZetto. HSS Inc. is a coding, compliance and reimbursement management company for the health-care industry.

Four Yale University seniors have won scholarships from the Morris K. Udall Foundation. Noah S. Chesnin, Livia K. DeMarchis, Andrew D. Klaber and William W. Parish were rewarded for their work on environmental issues or matters related to Native American health care and tribal policy.

The New Haven marketing company Caffeine has hired Fred Roca as Web designer. A former graphic designer for siteshell.com, Roca will be responsible for the layout and development of Caffeine's client sites including Bic Corp. and Bradley International Airport.

Barker Specialty Advertising of Cheshire has named Bridget-Ann Kingsbury director of marketing, Heather Shaw fulfillment program coordinator, Amanda Wright government sales coordinator, Candace Unnerstall awards sales coordinator and Ewa Cybulski executive sales coordinator.

Webster Financial Corp. has named Zeynep Fredrick executive vice president of information technology for Webster Bank. Previously Frederick was chief information officer and senior vice president of technology and Y2K activities for AllFirst Bank of Baltimore, Md.

The law firm of Cummings & Lockwood LLC, has announced that New Haven principals Charles J. Filardi Jr. and Joshua W. Cohen have been certified in business bankruptcy law by the American Board of Certification (ABC). A trial attorney, Filardi chairs Cummings & Lockwood's Creditors' Rights Practice Group. Cohen is also a member of the firm's Creditor's Rights Practice Group and specializes in the representation of creditors in commercial bankruptcy and litigation matters. ABC is a non-profit organization that serves to improve the quality of the bankruptcy and creditors' rights bar.

Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, PC of New Haven have promoted Jennifer Rubin to partner. Rubin practices employment law in the firm's New Haven and New York offices. She also practices with the firm's business and finance section and frequently teams with lawyers in the firm's bankruptcy, restructuring and commercial law section. Rubin is admitted to practice in Connecticut and New York. She earned her B.A. and her J.D. from the University of Connecticut.

Terrence K. Mangan has been promoted to senior vice president of investor relations at Webster Bank in Waterbury. He will be responsible for managing Webster's relations with the investment community by promoting institutional awareness of the company's financial performance and objectives. Mangan worked for J.P Morgan Chase for 21 years and was managing director of that bank's investor-relations group.

People's Bank of Bridgeport has named Hari Makkala senior vice president and chief technology officer. Makkala is responsible for improvements of the bank's information technology resources and overseeing technical services and production operations. Makkala most recently served as assistant vice president of information management and technology at Cigna.

People's Bank in Bridgeport has named Wayne C. Walker senior vice president of residential lending. Walker joined People's in 1993 as vice president, wholesale lending manager and helped start the wholesale lending department. Previously Walker worked at New England Savings Bank in positions including vice president and retail lending manager.

Mercy Smith has been named senior market manager of Education One Group Inc. for colleges and universities in southern Connecticut, Long Island and New York City metro area. Smith has served in the financial aid offices of Albertus Magnus College, Fairfield University and the State University of New York's Downstate Medical Center.

Pamela H. Palmer has joined Hilb, Rogal & Hamilton Co. of Connecticut as assistant vice president of employee benefit programs. She will work at the Hamden and Hartford locations managing all aspects of employee benefits service operations. Palmer has 24 years of experience with employee benefits programs.

Future Directives LLC of Cheshire has hired Nancy Young as human resources consultant. Young has more than ten years' experience as a human resource generalist, performing such duties as performance management, compensation and benefits, regulatory compliance, workforce and employment planning and employee training and development.
