HARTFORD - The residential construction slump may at last be over. In September, Connecticut communities authorized 893 new housing units - a hefty 15.5-percent increase over September 2002, when 773 new units were approved. According to figures from the state's Department of Economic & Community Development (DECD), the number of September permits was also 5.1 percent higher than the 850 units approved in August of this year.
Eight of ten Connecticut labor market areas (LMAs) showed permit increases over a year ago. Among municipalities, South Windsor approved the most new units - 116 - followed by Southbury (27) and New Haven (21).
