Three developers offer mixed-used visions for West River

WEST HAVEN - The list of prospective developers for the West River redevelopment project has been narrowed to three.

A selection committee headed by city Commissioner of Planning & Development Edwin V. Selden has narrowed the field to a trio of companies: Avalon Bay Communities, Connecticut Factors and Construction Services.

All have proposed mixed-use developments for the site that include residential, commercial and waterfront-related uses. The proposals, which carry overall price tags of between $195 million and $289 million, all rely on publicly financed "infrastructure improvements."

The next step in the process involves the submission of more detailed plans and a presentation from each of the three companies. In addition, members of the selection committee may visit existing projects the developers have completed elsewhere.

Following that, Selden said he hopes to be able to forward a recommendation to the City Council for consideration some time early next year.

The biggest-ticket plan was proposed by the Virginia-based Avalon Bay, which outlined at $289 million development that would encompass 500 luxury apartment units plus 500 luxury townhouses as well as 500,000 square feet of space for office and possible R&D use, as well as another 150,000 square feet of retail and restaurant space along the waterfront. The project would take six years to complete, the company said.

The Branford-based Construction Services has proposed a joint venture with JTC Callahan of Massachusetts to create a $195 million development that would include 150 units of market-rate housing, 200 units of "age-restricted" housing and a 250-room hotel with a conference center. Built over eight to ten years, the proposal would include a marina building, restaurants and additional commercial space.

Developer Bob Matthews' Connecticut Factors would construct a $200 million facility including some 700 apartments, more than 400 condos, eight single-family houses and more than 300,000 feet of commercial office and retail space. The Matthews proposal also encompasses a marina, boardwalk and fishing pier.
