| HARTFORD - According to some Connecticut officials, the final version of the federal Patients Bill of Rights might override stronger protections already on the books in Connecticut for those covered by managed health-care plans. Gerry Martens, the state's new managed-care ombudsman, and other patient advocates are concerned that several Connecticut safeguards may be compromised if the federal measure becomes law. These include everything from state's external review panel to provisions allowing someone to keep the same doctor if an employer changes insurance companies.
