Amnesty Approved for Illegal Out-of-State Businesses
Lawmakers agree to one-year window

Legislation submitted by Secretary of the State Susan Bysiewicz offering amnesty from penalty fees to out-of-state businesses operating in Connecticut without being registered here has been passed by the Senate.
Bysiewicz's proposal, known as "An Amnesty Program for Foreign Limited Liability Companies and Foreign Corporations," was also approved by the House of Representatives and now awaits Gov. John G. Rowland's signature.
"It is very important for the state to be able to track exactly what businesses are operating here," Bysiewicz said. "An amnesty program encourages companies to come forward and legally register. For a small business, in particular, the financial incentive is significant."
Under the bill, a one-year amnesty period was to begin July 1, and allow businesses that come forward to have a $165 per month penalty fee be forgiven. For a business that has been operating here illegally for five years, the savings would be $9,900. Corporations would still have to pay a $225-per-year licensing fee (LLCs do not pay such fees).
Bysiewicz also announced that her office has collected about $680,000 in the current fiscal year from more than 480 companies as a result of investigating out-of-state businesses operating illegally in Connecticut. There are approximately 20,000 businesses located out of state currently registered with the state1s Commercial Recording Division.
