BRIDGEPORT - In an April 11 letter to the Board of Ed concerning its 2001-02 budget request of more than $162 million - including $20 million in new taxpayer dollars - Mayor Joseph P. Ganim scored the board for its financial management practices, called for a full-scale financial audit, payroll reconciliation and implementation of revised accounting practices.
There are serious issues of accountability in how the board manages taxpayer money, wrote Ganim. These management deficiencies and issues of accountability need to be resolved immediately by the Board of Education before any budget submittal can be reviewed accurately and parents can be certain their children are getting al they need in order to learn.
The board's $162 million budget request represents a whopping 13.2-percent hike over the budget for the present academic year, and education spending has swelled during Ganum's tenure from 38 percent to nearly 50 percent of the city budget. However, City Hall has no authority over how Board of Ed funds are spent.
