The Metroplitan District Commission annnounced the selection of Brigadier General M. Stephen Rhoades as chief executive to oversee the Hartford region's water and sewer authority. The recently retired commander of the U.S. Army Corps of Engineers for the Northeastern United States and Europe is a professional engineer who will be under a four-year contract with the MDC. Rhoades is a Florida native with previous Army assignments including the command of a combat engineering batallion during the Persian Gulf War.
