Foard, Ph.D. was appointed executive director of the leadership development center within Rensselaer at Hartford's Centers for Professional Development. In this position, he will work organizations in the region to develop the center's leadership offerings. Foard was the executive director of the Niagara Institute in Niagara-on-the-Lake, Canada. He earned his Ph.D. in clinical psychology from the University of Louisville.
